This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Town of Cobourg (the “Town”) to prospective proponents to submit proposals for Parks and Recreation Master Plan, as further described in the RFP Particulars section.

The Parks and Recreation Master Plan will be a ten-year strategic plan that aligns with the Town of Cobourg’s Strategic Priorities. The Master Plan will provide short-term and long-term guidance on the planning, development, management, and enhancement of parks, trails, and recreation facilities and programs to meet community needs while ensuring fiscal sustainability and alignment with Asset Management Plan. The Master Plan will involve a comprehensive review of the existing Parks Master Plan and Recreation Strategy and Implementation Plan to identify which elements shall be carried forward and to identify new areas of focus to be incorporated in the updated, unified Plan.
